I, Troublemaker

The Guardian reported on October 25th 2009 that the Metropolitan Police have "spotter cards", designed to show the police the faces of those people who "they consider to be potential troublemakers because they have appeared at a number of demonstrations".

Not people who have made trouble. Not people who have been repeatedly arrested. People who have protested in the past and are on that basis considered troublemakers. The new "reds under the bed".
